TELLCAP® – Test of English Language Level for Controllers and Pilots. The team of test developers comprised language and subject-matter specialists and was led by a member of the ICAO Proficiency Requirements in Common English Study Group (PRICESG). The test was certified by the Russian Federal Agency of Transportation Safety Oversight in 2005, and accredited by the Interstate Aviation Committee in 2006. Thus, TELLCAP® certificates are internationally recognized.
In 2008 both “CompLang” and TELLCAP® won the Russian Government recognition of high quality standards. “CompLang” and TELLCAP® are listed in the Aviation Training Directory of ICAO.
The test is designed to elicit Aviation English language used in situations when standard phraseology does not suffice, and evaluate it. TELLCAP® has been used for testing controllers of 6 ATC Centers in CIS countries, as well as pilots from more than 30 airlines.


Test administration requires just a lap-top and two pairs of headsets. TELLCAP® raters are rather mobile and can go to other destinations on short notice. This is a “no paper” test, and pilots and controllers do not need to demonstrate abilities to read, write, or, moreover, use the computer keyboard. Test results are kept confidential in the database for as long time as needed.
Though designed and developed not by native speakers of English, TELLCAP® is a rather reliable, valid, content-authentic, multi-version test with tasks adequate to pilots’ and controllers’ jobs.
